Why not use headers for nav bars?

I'm gradually resizing all the nav bars in SeedCodeComplete and the difficulty of selecting just the nav buttons and fields without the background elements got me wondering why the nav bars aren't simply placed in the header part of the layout. I'm sure there is a reason, but I'd love to know what it is...

No real reason; I just think that headers on form view layouts make them a little easier to break if you accidentally move the header. I also don't think a header would make the objects easier to select, but it's definitely a personal thing. When selecting the nav elements, I generally click just to the lower right corner of the right most element, make sure the object I'm on is locked, and the drag-select upward and left until I've selected all the elements.
The other thing I'll do is replace the nav elements with the big background rectangle, since that rectangle always snaps the nav objects in the right place: I then just delete this extra copy of the background rectangle. YMMV
