Another approach at prices changing
Maybe I should ask a different way, perhaps my entire approach is wrong. Lets look at one line item.

Project Quantity: 500 (anything less than 999)

If Price Level = Reseller; UV Varnish = .06

If Price Level = Level 2; UV Varnish = .07

If Price Level = End User; UV Varnish = .08

If Price Level = Custom; UV Varnish = modifiable

Prices for Reseller, Level 2 and End User cannot be modified.

Also if Quantity = 999 or less prices are as above

If quantity is 1000 prices change.
