Can milestones be chained together?
Yes
You get better control editing dates on the gantt chart than you do on the project schedule since you can move both a project's start and end date at the same time by dragging the event. Dragging the starting or ending edge of an event lets you change its duration.
The rules defining linked events are in the script Update Linked Events ( ProjectID ; EventID ; StartDate ; Delta ) in the Complete and DayBack files and can be modified there.
